A Legal Consideration on the Realization of Basic Income in Local Government

Abstract

|
The purpose of this article is to examine whether it is possible to implement a system of local government similar to other countries when trying to implement a basic income, which a universal income guarantee. Specifically, this study examines whether it is possible for the local government to implement basic income in the legal system of Korea as a different method from the income guarantee policy in the present social security system. In addition, this study discusses if it possible to change in the current law and how the researcher can accomplish this. These subjects are discussed with concrete examples of possible legal issues by examining the cases of two new municipal policies for a basic income. (the Youth Allowance in Seoul and the Youth Dividend in Seongnam).
